Abstract

The goal of this paper is to critically examine various research-supporting activities done by the Korea Research Foundation(KRF), especially focusing on its highly restrictive evaluating practice for a researcher-applicant’s prior research achievements and its unreasonable criteria for converting the applicant’s independent book publication and translation activities into an academic qualification index. In this paper, the author argues that the current KRF’s prior research qualification requirements deprives many researchers-applicants of the opportunity to apply for financial supports for both individual and collective research programs. In addition, the current KRF’s research supports has been biased toward underestimating the academic efforts and quality of the applicant’s independent (non-journal) book publication and translation activities. The author argues that the KRF should relax the current arbitrary qualification restrictions either by lengthening the time-period for evaluating the applicant’s prior research activities or abolishing such restrictions altogether. It is also recommended that the non-journal academic activities such as the book publication and/or translation activities should be reevaluated appropriately according to their academic quality and efforts, when the KRF determines applicants’ prior research achievements and their qualifications.
