Abstract
The article focuses on the policy of leveraging private investment with federal funds in the U.S. Realizing that grant programs were not providing sufficient resources to have significant impact on social and economic problems, the U.S. government developed a strategy for investment of small amounts of public money to leverage large amounts of private money to create jobs that will alleviate unemployment, increase the local tax base and thus revitalize the local economy. Leveraging highlights the importance of direct private investment and thus appeals to supply side economists.
