General Carlos Garcia Velez, Cuban Minister to the United States, is conversing with General James Allen, United States Army Chief Signal Officer, during the 1909 Wright Brothers Homecoming Celebration medals ceremony held on the morning of Friday June 18, 1909 at the Montgomery County Fairgrounds. General Carlos Garcia Velez's official title is Envoy Extraordinary and Minister Plenipotentiary of the Republic of Cuba. He is seen in the image smoking a cigar.
