General Albert J. Bowley presents the Distinguished Flying Cross to Major William E. Kepner. Major Kepner received the medal for gallantry in remaining with the plunging wreckage of his National Geographic Society-Army Air Corps stratosphere balloon until just before it crashed in a Nebraska cornfield.
