Abstract
Explores the issues of funding for government mandates in Europe with the view that under federalism, mandates are only one of the instruments in which a central government can influence or control the lower levels of government. Definitions and assumptions of mandates; reasons for the justification of mandates; funding, efficiency and equity factors to consider when funding mandates.
