Abstract
There has been a great deal of conflict between the federal and coastal state governments regarding the control over and the revenues derived from Outer Continental Shelf (OCS) oil and gas development. This conflict, which has become known as the Seaweed Rebellion, has occurred in both the judicial and political arenas.
